Instructions for Priority Registration and Honor Cord Application
Penn State recognizes those who have honorably served or are currently serving in the United States Armed Forces by awarding priority registration and a red, white, and blue honor cord at graduation in recognition of their duty and sacrifice. Priority registration allows veterans to schedule classes ahead of the general student population. Priority registration dates differ by campus location; to check with your campus registrar and determine which date is applicable to you, visit the registrar website: http://www.registrar.psu.edu/contact/campus_registrar_contacts.cfm
The term “veteran” refers to an individual who:
- Has served in the United States Armed Forces, including a reserve or guard component, and
- Was discharged or released from such service with a condition other than dishonorable.
To receive priority registration and/or honor cord recognition as a veteran, students should send a copy of the Member 2 or Member 4 section of their DD 214 (indicating character of discharge.) Please annotate your Penn State ID number and Penn State email on your DD 214.
The term “actively serving” refers to an individual who:
- Is currently serving in the United States Armed Forces, including a reserve or guard component.
To receive priority registration and honor cord recognition as an actively serving military member, students should send a letter from their command stating their dates and characterization of service. This letter must be signed by the students commander and no electronic signatures will be accepted. Please annotate your Penn State ID number and Penn State email in the letter.

**Priority Registration requests need only be submitted once.**
Please allow 48 hours for processing of your request. For questions, please contact us at the number listed above and ask to speak with a staff member handling priority registration. Our normal operating hours are Monday through Friday, 8:00am – 5:00pm EST.
Act 46 of 2014 requires public institutions of higher education in Pennsylvania to provide veteran students, as defined in the Act, with preference in course scheduling, Noncompliance may be reported to the Pennsylvania Department of Education by submitting the Higher Education Student Complaint form found at www.education.state.pa.us.
