What is expected in my proposal?

Before you submit

All proposals must be reviewed and approved by the appropriate academic or administrative executive prior to submission. Your proposal should

  • Include funding from the unit
  • Align with the Penn State Strategic Plan
  • Align with the EDGE mission
  • Demonstrate measurable outcomes and assessment methods
  • Show a clear need for funding
  • Include a compliant budget
  • Explain how the project may become sustainable over time

What your proposal must include 

Every proposal needs five components:

  • Statement of Need
    Describe the identified gap or opportunity, supported by disaggregated data where possible.

  • Program Description
    Explain the goals, activities, target population, and timeline.

  • Theory of Change or Logic Model
    Show how activities are expected to produce measurable outcomes.

  • Assessment Plan
    Include specific outcomes, data collection methods, analysis plans, and reporting.

  • Equity Outcomes Metrics
    Provide at least one measurable indicator in one or more of the domains listed below.

    • Faculty and staff professional development, engagement, and interdisciplinary collaboration that advances equity, belonging, and opportunity
    • Student access, college transition, college success, persistence, graduation, and research participation
    • Broader unit or institutional equity outcomes

Outcomes and impact

Proposals should clearly explain:

  • Program outcomes, such as number of participants served, lectures created, or partnerships built across disciplines, units, and communities
  • Learning outcomes, such as increased ability to define implicit bias, foster inclusive leadership or communication, or identify campus resources
  • The intended impact of the program
  • How impact will be measured

Budget and funding guidance

Your budget submission should be

  • Aligned with the proposed program activities
  • Compliant with EDGE guidelines
  • Supported by unit funding
  • Realistic and feasible

Note that funding priority may be given to projects that

  • Demonstrate feasibility
  • Include strong assessment and evaluation plans
  • Incorporate responsible AI-supported data analysis, if AI is used
  • Show potential for institutionalization
